Step 1: Just remove Rio de Janeiro from Brazil.

90% of all bad stereotypes about Brazil come from Rio de Janeiro, a den of homosexuals, trannies, corruption, and favelados. Like something out of Hunter S. Thompson's darkest dreams.

Step 2: remove nordeste

Step 3: annex Uruguay and then Argentina

Only ~8 million people live in the North.
New cities should be built there, connected to the rest of the country by railways. Yet this will never happen, not in this century at least.

Sorry, I had meant to write "North minus ParĂ¡".
ParĂ¡ is the most densely populated state. The rest is basically nowhere land. There are places in Amazonas where you need six days by boat to arrive at Manaus. This situation is completely absurd in the 21st century, of course.
Dozens of railways should be built all through the rainforest.
