In Afghanistan or Rwanda the majority of the population still lives off subsistence farming and children are literally your workforce from the age of 6 and onwards. In very rare occasions you have birthrates remaining high due to cultural reasons but even these are faulting. Countries like France should be studied. Their birthrates stabilized some 170 years ago and have been hovering on replacement rate ever since and no one really knows why.
