if you mean actually Scandinavian looking people, very rare. A lot of Finns look like a distinctively Finnish type of Nordid.

very rare. most blonde blue eyed people look like southern europeans with light pigmentation, not like nordsthe last generation in which we had perhaps 3-5 percent northern euro looking people were the people born in the 1950s, but their children mixed with more typical looking argentines, and now you may have a person who has 1/4 german but no young person is full german
Not very common, at least not with that exact phenotype. You‘ll find blonde and blue eyed ostrogoths anywhere, tho. But it‘s more of a golden blonde that people have. The super white blonde dudes seem to have a high level of slavic admixture.
