It's a way to categorize some emerging economies. Unironically it's a concept formulated by a western economic professor. As if thirdies could come up with something like that themselves.
One would imagine that someone somewhere wanted it to be an OPEC-like organization which can put preasure on the West through joint and coordinated "sanctions", o algo.But ultimately China can kind of ride solo on this one and their conflict with India really puts dampers on BRICS being a geopolitical hegemon.
