There is several problems tho. The Finnish rail gauge is different from Swedens (1524mm vs 1435mm), so the train going to Haparanda has to stop there no matter what. Expanding the line going to Narvik is mainly for heavy, slow iron ore transports, wich is built in a compleatly different way from what high speed passenger rail needs too.

I'm not an expert on this but I believe it goes as following:
Trains are a lot more efficient at moving people than cars, they are faster and carry more people. Connecting 2 large cities with high speed rail means people can commute for work between those cities. Places that are well connected by rail will have a larger pool of talent companies can profit from. The same applies to goods you can transport on trains instead of trucks.
Rail takes off the load from roads, preventing traffic and reduces the time spent on travelling. Overall less travel time means more productivity means better economy

Historically i think tourism and a lot of the economy grew when people had their own cars and could go away for the weekend or spontaneously, a family trip where you can pack the car is a lot easier than lugging everything on the train.
