Not really. The Philippines was administrated as part of the Viceroyalty of New Spain and was settled by people who came from what is nowadays Mexico, but only because the Philippines is so far away from the rest of the Spanish Empire that it made more sense just to have the governor of the Philippines report to the Viceroy of New Spain (in Mexico City) than to have him report directly to the King of Spain.
