You've partly understood that much, whence the concept of population density.Something that you don't seem to understand is that "suburbs" are simply smaller legally distinct places in close proximity to the major cities. It so happens that throughout the entire country, some of these suburbs do come to be dominated by blacks (the shitty ones) while others come to be dominated by the whites. You're probably thinking of white flight in its older sense (during the 60s/80s and thereabouts, out to planned communities, the mcmansions hated by europeans, etc), but migration patterns have changed since then (and stayed the same). Blacks keep trying to live near whites (and lower their own local density) in order to achieve better quality of life, and whites keep moving away from blacks for the same reason. When blacks are between 5-10% of the population or so you can actually have nice things, because those blacks have made a quiet pact with themselves to just be surrounded by whitey and thereby have some peace.
