The japanese still have that to a egree due to WW2 but they were able to defeat westerners and compete with them in science/culture/business. The russians had it as well and we had it fter losing WW1. Just general "lost empire" skittishness I guess, add in general culturl sensitivities and it is understandable, I feel.
