There many disparate Kingdoms/Principalities that ruled the Indus Valley at the time of the Islamic incursions. It's not like there was one big Hindu Empire that ruled it which made it easier to conquer and in turn, have it's populace be converted ( often, for diplomatic reasons ).

It's why Dhimmihood in South Asia was modified to to accomodate Hindus.
