I would like to expand south in blobs, no more than 50km, leaving a swathe of American exclaves. We'd give them all Nexus cards, or whatever lets them just come and go as they please, minimally intrusive security, just business as usual for everyone in these towns aside from having to drive through a tiny patch of Canada to get anywhere.
