I'm not a libertarian, so I'm not particularly invested in the age of consent discourse. But if you really want to know the reasoning, I'm sure parliament's websites would have some documentation related to to the proposal, including the reasoning behind it.
Makes sense in a Muslim country. Prophet Mohammad married a 6 year old girl and started to rape her at age 9.
