Yes, everyone lies at some point (trannies/covid etc, as two examples), but they take it to a stupid extreme, far beyond anyone else. Recently, for a radio piece, a western observer was asked to make a distinction, if possible, between russian and chinese propaganda. This observer correctly noted that the Russians will just lie, state the lie and prop it up with the expectation that everyone simply repeats whatever the current lie happens to be. The chinese, on the other hand, actually attach non-zero value to truth, and therefore try to actually convince, try in some way to show the truth of whatever it is they're pushing. Russians don't do that, not sincerely anyway.

There was the case when we had plenty of scammers from jail, who were tricking poor old people by faking a bank call.
