I'm not Indian, but I've lived around enough FOB Indians to observe their attitude toward littering. They literally do not comprehend that throwing garbage on the ground is bad. It's as simple as that.
When I was in grad school there were dozens of Indians in my class, and during their countless Hindu holidays they'd have big picnics outside in the school quad. Every single time they would just leave all of their trash on the ground when they left. There was absolutely no effort to clean anything up, they'd leave entire trays of food out and it started attracting rats to campus. I have genuinely never seen anything like it. It's as if they think garbage ceases to exists the moment it leaves their hand. You could watch them leave the picnic holding a cup and drop it on the ground without breaking stride.

There is an annual sikh parade here that regularly causes severe traffic disruption around the entire area due to poor planning of the parade route. In recent years the number 1 response the indians make to complaints is to point out that they clean up the trash produced by the parade and crowd. I've lived in a few places in Africa and been to many more, it's fairly clean. But when you live in a developing country you realize how much development isn't necessarily fancy shit (like the cars >>225392380 pointed out), but the presence of boring physical infrastructure like transmission lines, gas pipelines, sanitary sewer systems, storm sewer systems, functioning municipal trash, functioning long term trash storage, water supply and treatment etc. I think part of the reason is a lot of places have really weird land rights/ lot sizes so it's hard to get access to run infrastructure elements through. The culture if throwing shit everywhere/defecating in the open/whatever antisocial behaviors is a factor, but when the infrastructure ain't there it's very difficult for a whole city to stay clean. It would be the same in many developed country cities if municipal services stopped for even a few months.
