If if I czar of Russia I would
>stop the war
>fix our relationship with the rest of Europe
>make strong trade deals with the rest of Europe
>legalize gay marriage
>fix the roads
>connect the eastern more desolate regions through trains (think China)
>invest in the arts again (cultivate a new generation of Takovskys)
>translate the massive wealth in resources to real earnings for Russian citizens

this is a scenario I think about quite often

In real life you'd have all of Eastern Europe, the UK, and France constantly antagonizing you. Russia is the kind of country that inevitably ruffles feathers simply by being too big to ignore and too powerful to bring to its knees
