Kind of. I live IN the city of Portland, but NOT in Multnomah County, which is where 90% of Portland is located. But due to the way that jurisdictions work in the US, some cities are located in more than one county. A 'county' is the next administrative level below 'state,' and above individual cities.A lot of the idiotic stuff associated with 'Portland' (like certain taxes) are actually done by Multnomah County, and not by the city itself. And I avoid all of that.
