Grass.
It's kind of impressive hos they able to look like our far north lands, where trees do not grow because of the coldness. But Scotland is very warm place.

its wind and exposure to weather. a single tree have a hard time growing in that climate but a full grown forest can since it protects itself against the weather. both scotland and iceland once had forests that probably developed in a warmer period but would have survived just fine today, but once they got strip logged the conditions had changed just enough that they might never regrow again naturally. norway is colder and more extreme than both, we have forests. except one area that got strip logged between 1600-late1800 due to mining, there its only twisted mountain birch left and parts of it look desert like. the old forest might never return naturally.

I think it will happen, but the cycle for this is far too long. Like thousands of years. Starting with dwarf trees which give some protection for small bigger ones and the spreading of that is very slow.

why don't they make them regrow unnaturally?

they are to some extent, but it only really started getting serious efforts at the turn of the millenium so its gonna take a few hundred years
