In some cases they used to, but as the writing evolved it lost that (魚 is pretty interesting example of that considering that literally used to be a drawn fish but it doesn't look like that nowadays).Though kanji combinations usually do make at least some sense, even if for some you have to understand the culture, one example of that comes to mind would be 馬鹿(baka) lit. horse-deer, that comes from a Chinese phrase "to call a deer a horse"
