My PvP keeps giving me players around lv50-80 or so, I'm 120 and I have it set to the first option, what gives? Does it matchmake based on average fleet level now or something?

My rank is only around 2000 but with HQ lvl 100 I consistently get level 120 opponents with option 1.But yeah even a level 120 player will regularly have low level fleets. Can someone help me debug a quest issue? I'm trying to figure out why I don't have A64 or B56 available. However,- I must've done B55, because it unlocks A66 and I have A66 available- I must've done B50, because it unlocks D19 which I have activeBut I have neither A64 or B56 available and I'm pretty sure I haven't done them. Certainly haven't done B56. So what gives?
