Moreover, Eiki's exact jurisdiction is Gensokyo, which Mizuchi's death predates.The Ministry official who is, actually, responsible for Mizuchi is Satori, since she's the formal administrator of Former Hell, where Mizuchi was locked away/sent for therapy.
