I’ve only been on the Japanese net a little but from my limited experience it seems a lot of websites automatically block overseas posters. A VPN might let you view posts but posting will likely be blocked. For another website you might be able to befriend a moderator on an international website to get an account but that’s probably not going to work on an imageboard. Maybe VPN + email verification if they have it?

Yeah, more and more Japanese sites seem to be blocking non-Japanese IPs, but it didn't use to be like that. I remember being able to at least visit 5ch, never posted though. On top of that, I've read that 5ch has some tedious rules you have to follow or something. But thanks anyway.

I think it depends on the country. 5ch.net/.io have always been accessible where I'm from, but even in the .net days, it was apparently blocked in the US.
