>>51135447It's not just the oversight of character development, there's also the actual playing out of those characters. Vtubers act as their virtual characters for their streams, videos, and so on. You wouldn't say that Cookie VAs performed as their fan depictions in their activities outside of the dramas. Maybe there's a point of comparison to made around the personal elements of the VAs being assigned to the fan characters (i.e. "That vtuber's performer did X irl so the fandom likes to depict that character as doing Y"), but I don't know enough about vtuber culture to be sure. Even then, a lot of Cookie tropes developed entirely independently from the characteristics and actions of the VAs.
