I think it's simply because KanColle and traps happened to be both popular around the same time and people thought that Shimakaze as a trap would be really hot so it ended up sticking. Maybe it's just her outfit since it became so popular that many characters from KanColle and even other series (be them male or female) were drawn wearing it.
