Excluding Ran for obvious reasons, Byakuren. She has the next best overall combination of nurturing, sensibility, and responsibility. The one thing she actually does have over Ran is the friends and family. Growing up around the residents and frequenters of the Myouren Temple would definitely be better for a child's development than Yukari, Chen, and the Hakurei shrine.

What about the inverse? Which 2hu would be most likely to accept a /jp/ anon as their mommy? I imagine Flandre and Remilia would reject a /jp/ anon as they would reject the idea of another person having authority over them and would already have Sakuya otherwise. Medicine Melancholy is abandoned but rejects authority and finds for doll liberation. Maybe Eika Ebisu because she’s separated from her parents? I don’t know much about her. Reimu’s parents are never mentioned at all and Marisa is on bad terms with at least her father so they might plausibly have mommy issues. Kogasa is abandoned and seeks love but due to canonically being a babysitter seems to take the position of mommy for herself.
