Touhou just pretty much outright states that 2hu Kaguya is THE eponymous Kaguya from the folktale herself.That means that Kaguya herself is decently experienced with men, beguiling them but eventually turning them away. Except for the Emperor of Japan who she actually formed a friendship with. Their relationship was close enough that she thought that it was appropriate that she gave a goddamn immortality elixir to him as a parting gift. And I've seen some (admittedly more modern) interpretations of this part of the story saying that Kaguya actually liked the Emperor back and that she gave him that gift precisely so that he gets an eternity to find a way to go to the moon and get her back, but the guy was just too goddamn dense to pick up the hint.The elixir that Mokou consumed was the one that the Emperor got as the whole disposal at the volcano thing matches up with the original tale. So even in Touhou, it's likely that Kaguya also developed a close relationship with the Emperor for him to get such a precious farewell gift. But it's weird that Kaguya barely talks about her life after the exile but before reuniting with Eirin. I feel that this whole time period was integral to her character.

So presumably, the one maintaining the flame in Mt. Fuji in the Touhou universe is the Hourai Elixir that Kaguya's foster parents had. I guess Konohanasakuyahime disposed of it herself.
