I think that wing autism is kinda misplaced in general. First and foremost, if the wings were to be anywhere near functional they'd have to be placed much lower, closer to the actual CoM. Secondly there just isn't any way to connect the bones and necessary muscles to make it believable. Point being that human wings are inherently illogical and therefore shouldn't be given much thought when found in media.

It's like shining stage light at the guy setting up props in a theatrical play while the actual actors are standing on the side in the dark. And the props are turned the wrong way on top of that massive blunder by the light guy.In this case, the artist should have either completely ignored the wings and just draw a mockup chibi depiction of them to the sides, to signify that he strictly wanted to draw Flan's back without being distracted by the "unimportant" personal details like her wings being weird(and this still would be a valid reason to complain, don't get me wrong), OR, went all in on the autism and draw his idea of how her weird wings are actually supposed to work. As is, the pic is kind of bad. This decision actually detracts from the art. It ruins the whole piece just because artist decided to be lazy and opt for the lamest solution imaginable.

These aren't exactly standard wings where you could just do vertical lines across the back, they're basically sticks.
