It's probably as simple as nuclear weapons. They would all have to be systemically dismantled and "outlawed" for large scale warfare to ever be considered again, and even then every government worth it's salt will keep the information on how to make more of them when there is another big war that theoretically breaks out and a superpower starts feeling cornered.

What's the point of sweeping armored divisions and months of tactical planning when they all get vaporized by the big boom-boom anyways?
