If it's some company trying to sell you barrels, they'll do a 10 shot grouping and say "yup, sub moa" Because they're trying to sell you a barrel. But for example, for something in the military to be considered a "sniper rifle" it has to be at minimum a 1 moa rifle. But they're contracted that way. That's why something like a barret is not a sniper rifle, it's an anti-material rifle, because a barret will never be sub moa, regardless if it's being used by a sniper or not, regardless of what kind of ammo you use. Something like the M2010 was specifically contracted to be 1 moa or better, because it's specifically a precision rifle.
