So every fucking city probably has mages/magic systems specialized in anti air magic, because they had hundreds or thousands of years to learn how to deal with harpies, wyverns, or how to startle a dragon. The valkyrie heli raid should not end up with Empire soldiers acting like drooling troglodytes and getting massacred, it should end by rain of flares and few down helis, because as it turns out, they are about as big and fast as dragons, but far less armoured. It makes far more sense, than soldiers getting completely shocked that something is capable of flying, because author kinda forgot that empire has it's own air force, so it should not be a foreign concept to anyone.

The V2 CEP is depending on what you read 6km or 12km. It could be as accurate as 2km CEP which is better then the SCUD-A ballistic missile that has a 3km CEP but worse then the SCUD-B or C which has 450M CEP and 750M CEP. SCUD-D has a 50M CEP but it has a TV camera to help guide itself to the target so it is not a pure INS system.Im just gona answer the question with a Yes.
