This is a big fucking issue because it means the manufacturing base for small drones isn't there and/or isn't growing. It doesn't matter if the US has a billion tons of undeveloped rare earth minerals in the dirt because we're not exploiting them. This isn't the 1940s where we'll get a year to switch to war economy mode, if we go to war with China it's going to be short, fast, and violent and we need the weapons to strike a decisive blow in the opening stage. That includes millions of small drones which we do not currently have. We need to fix this. Either by subsidizing rare earth development or by the US government directly investing in drone production.
