Probably not. If Russians think something unsuccessful has merit, they're happy to give it some time in the oven before giving it another chance. Like the AEK is from the late 70s, and lost out to the gimmicky AN94, but was well liked enough that they kept pushing it until it got through in 2018. Similarly, they really liked the improvements the SR3 made over the AS Val, but they simply couldn't afford the SR3 in any meaningful quantity in the early 90s, so they sat on it until they had cash in the late 2000s, then adopted the SR3M. The Korobov was tried once very briefly and never touched again, which I think says something about the impressions it left.
