The West is reliant on occupying the rest of the world, while merely freeing themselves from Western occupation is enough for the rest of the world. It is harder to occupy with drones than it is to drive off an occupier. If you start bombing McDonalds, it is no longer profitable for McDonalds to operate; while it is harder to force people to spend money at McDonalds under the threat of droning.
