I know someone who's in purchasing at bell for the mv75 and they're ridiculously over budget according to him, like over 130 million over budget in his area due to tariffs alone this last year. He said one of the big problems they have is that the engineers try to make hyper specific parts and components that might improve their performance by a negligible amount but the cost and delivery time of the part will tank their budget and timeline.

There is no way whatsoever the US military will allow a VTOL to be produced outside of the US, esp. when we're the only country with VTOL's.
The Ukraine facility will probably produce other airframes or components.
