Nobody is going to want to supply a city with an unstoppable serial killer walking around, and those in the city aren't going to go outdoors, so if you do this to all the major cities you've effectively shut down the majority of a country's economy. (I initially was thinking, "Disable power plants and then kill the people who come repair them until nobody is willing to repair them," but then I realized you can make NOBODY want to go to work and then the system collapses on its own.)
