I don't know why they don't make this gun you want, but let me point out that .32 S&W long is a centerfire bullet, so it has thicker case walls than a rimfire bullet. You should have mentioned .22 LR instead.

.32 s&w is also a heel-type bullet. The problem isn't with the ignition system, it's with the way the bullet interfaces with the cartridge. Heel type bullets become unseated easily when pressure is applied to the side of the bullet, as when inserting the cartridge into a side loading gate. The colt lightning design worked around this by having a loading tube that flexed to the side, so cartridges could be interfered head on rather than by having pressure applied to the side.
