To the point that it was one of the reason why Germans were itching for a fight in WW1 - they assumed that it makes sense to defeat russia now because in 5-10 years they'll become too strong of an enemy. Like not even a joke go and lookup private quotes of Khrushchev in USSR where he's reflecting that he as a laborer had a better quality of life during czarist times than a pretty high up party establishment figure. What's even more important is that during later czarist times russia actually had a healthy and efficient farming class and actual laws and institutions. It wasn't great but bolsheviks basically mongoloid'ed society up to 11.
