That's because they don't have the manpower to go on the offensive. They're fighting a defensive war to bleed Russia dry because that's all they can do. We'll see what happens with these new mechanized units they created, if they are able to take back Crimea and parts of Kherson/Zaporizhzhia from the undersupplied Russians I would cum massive buckets.`

Ukraine is using drones to kill as much as possible before the infantry advance and just like when this same tactic was done with arty in the past you always miss enough that the infantry have to fight.
