Most departments get tons of DHS funding for local “Homeland Security”. Having been a local cop from 94-04 and a fed from 04-16, fed agencies def have the cash, but not all are equal. FBI rakes in big budget bucks. I was on the USMS task force and they had good gear. State PD’s usually have pretty squared away SWAT teams as do most big cities/counties.
