There could be technical reasons to do so but they might not apply to a drone that's not going to enter storage and is probably being loaded onto a launch trailer right at the factory with an expected field lifetime of a few hours.

Link-16 has been done by Ukraine before, the early-warning radar doesn't matter for missile purposes, the tracking radar does but Ukraine has experience with other radar systems, it's not that big a task.

If they throw resources (engineers and developers) at this, I think it's doable to fast-track it and be ready before winter.

They should have around 1500 tanks and around 3000 to 3500 IFVs + APCs in service.

We do not really know where they are, last time we've seen armored formations appear anywhere in force was when they counterattacked in Kursk.
Most day-to-day tank losses are T-62s, and -55s now. A few -72s.
This suggests they keep the T-90s and T-72s in reserve.

On the IFV and APC side, we're talking shitloads of BMPs. Mostly 1s and some 3s, plus BMDs in lower numbers.
BTRs exist, but I am not even sure if tehy're even used by the military or are in Gosgvardiya hands by now.

Support elements, like guns, MLRS etc.? They have them, tehy'Re far from running out of Grads. SPGs? Maybe.. They've taken a pounding. Air defense is probably their part that we should not mention.

So, yeah. They do have the materiel. If they've kept the crews and infantry intact enough to actually know their shit, they can do their Ardennes offensive.

Many Russian ship mounted AA turrets have also have BIG issues when the sea isn't still. Many Russian vessels have the radar for their AA turrets mounted separately from the turret often quite far away. During sea movement the ship flexes and isn't a perfectly rigid slab.
