There is a huge part of jobs in Russia that are directly paid for by the state, or indirectlly through state-owned companies.
I forgot the exact percentage, but it's WAY higher than in most other countries except maybe China.
All these peoplle paid the increased taxes and fees etc., so the state was essentially paying itself money.

And their whole 'bonus payments for signing up' scheme already fuelled inlfation by pumping shitloads of money into the system, even if that was 'real' money from the wealth fund.

Not true at all, Europe is clambering for cheap energy right now. They might not reach their peak again, but Russia will stop hemouraging so badly if they can start selling back to their best customers.
If Russia pulled out of Ukraine and spent 6 months fixing gas infrastructure they could export a shit ton to Europe pretty much instantly even with the slower EU beurocracy that stuff gets passed quickly.

Sure putin might have appointed her, but she isn't the typical "rags to riches through putin's graces" story since she had a pretty solid career even before his time
She's a very convenient scapegoat, since you cannot criticize the war, she gets the blame for russias economic woes, and she knew this right away, her first decision after the invasion was trying to resign
