You can use most types of armor to stop a bunker buster, but concrete is the cheapest option and bunkers don't need to worry about weight.

Theoretically yeah.
They also don't perform well against steel armor. They're hyper optimized for concrete penetration because that's the only thing anyone can afford to build a bunker out of.

I dunno, I see Russia lose a thousand tanks and wonder if one couldn't make a functional bunker out of the steel that went into making them. Or how the US has too many tanks and had to severely downscale production of new hulls.

I think you underestimate the material required for a bunker and overestimate the steel in a tank.
