Its matte and permeable, so it absorbs paint and dirt to blend in better.

What you posted is just gaffer tape (in the American sense of the word).

There's also the "sniper tape" that is essentially just camo vetwrap/coban/self-adherent elastic bandage.

Gaffer in the US is specifically black or white, matte surfaced, light-proof, vinyl tape.
