The use of these manpads is a relatively smart choice for a change. You can spread out these AD guys all over the city in places with high visibility and relay instructions to keep them moving, reloading, and monitoring different angles of attack. Aren't MANPADS mostly IR seekers?

Though the low conductivity of the materials might leave most of the drone's body quite cold, depending on how the engine's attached to it.
Those drones are pretty small compared to the original intended targets of these missiles, too. And who knows what condition the gas-cooled seekers are in. Just because the user managed to get it to beep doesn't necessarily mean it can maintain a lock.

Radar will get a lock on the engine block, IR will get a lock on the engine exhaust. The manpads missing is 99% caused by user error, these russians took shots that they should not have. Thats due to poor training and dumbassery. Air defense inside a high rise city is more difficult that you think. The only thing that could have worked as terminal point defense for that refinery would have been a gun with AHEAD or Bofors 3P ammo as you can set these shells to detonate before falling back to earth. F.ex the North Korean solution with tons of 14.5 mm gatlings -> ouch ouch ouch.
