Couldn't you get more utility out of a permanently attached muzzle device while still maintaining the legal length? ie, 12 inches of rifled barrel, and 4 inches of compensator/flashhider, pinned and welded?
Wasn't that an old import trick? 9mm parabellum doesn't benefit much from rifle length barrels. Do the manufacturers go with the 16 inch "true rifled" barrel just to keep costs down even if it's inferior to what you could really be doing?

In semi auto, an 8lb 12 inch barrel 9mm won't benefit much from a comp, brake, or flash hider either. A suppressor is the only serious utility you can make out of that length, but then the permanently attached muzzle device is only the difference between one stamp vs two.
