Pointing out the lack of a military threat to new zealand is not reddit you spastics.
There is such thing as softpower, as a minute nation hardpower has less value because any navy you own is going to be deleted the instant anything got happens. You might win against reasonable powers that have other priorities that don't enjoy unneccesary killing like the UK vs Iceland in the cod wars, but if someone wants you taken over or blockaded the best thing you can do is be thorny and have good allies at best.
You keep a strong enough force against similar sized issues, maybe own some forces to keep local coup d'état away and enough force to disuade a few Chinese Fishermen and you're golden.

A modern small nation force will be drone based, the old frigate style force is dead.

Also noone cares about new zealand, and that is taken into account when it comes to defence spending. The only reason they have what they have is it was conditional for larger protective agreements with the USA and Europe.
