There are 5 guards outside the ship and the rest of the group is inside. They have given a time limit of 4 hours from the time they took the sub for their demands to be met, after which they will start executing crew members. They have also demanded to be allowed to leave on their own vessel, which they state is en route from somewhere out in the Pacific.A witness reported seeing the terrorists loading specialized tools and electronics aboard the sub after the initial capture, including oxy torches and lead-lined boxes. The terrorists also seem to be nervous about something inside the sub.Time is ticking. Who do you pick to be on the operation and what's your plan?

They can't launch the nukes without Prez's code. I doubt they can even arm them. If they want to exfiltrate the nuclear material and can answer a few questions demonstrating that they have the tools and knowledge to do so, fine, I'll pay a billion dollars to avoid that.

I'll point pout the Trident 2 cannot be launched from the surface and is also additionally physically disabled while harbored, on top of the standard launch security. It's also well within the military's power to disable the hatches on short notice. I don't know how they would proceed but it wouldn't be predicated on a fear of an armed missile launch.

Just scuttle it in place with whatever you have near and gun down anyone that tries to run/swim away from the safe perimeter. Since it just sank at port the boat will be relatively easy to refloat and recover as long as you don't completely tear the hull apart.

Disable the boat's life support systems and oxygen using FPV drones with small explosive charges. Drop MREs down the hatches and then seal the hatches shut from the outside using industrial spray foam dropped from a firefighting helicopter. Combination of MRE farts and oxygen deprivation means all terrorists involved will willingly give themselves up.
