So say we had miniaturized fusion NVKES that use no fissile material but rely on a laser to start the chain reaction, a dialable yeild beetwen 0.01-1kiloton, its in a 25mm diameter sphere like grenade,
What would be the implication for deterence and war?

More and less than you think. I take it you've read Andre Gsponer's FGNW breakdown.

It wouldn't replace conventional explosives for close ground support due to the neutron pulse. It would be a big upgrade for air and sea combat, and potentially for demolishing isolated bunkers or specific infrastructure, but because it's nuclear it probably would stay off the table completely.

You could use a nuclear isomer. You can induced gamma emissions with a relatively low power laser. Whether or not you can release it all at once and in a directional manner was probably part of the classified JASONS portion of the research.

I mean you've entered sci-fi realm already. Current research facilities capable of achieving laser fusion are the size of a football stadium. If you're able to get a laser that small to the level it can be the 'driver' to to rapidly heat and ablate the outer shell of a fusion fuel pellet then you're able to make laser weaponry of immense power anyway.
