You can measure a pellet hole with calipers, but a laser is just a fuzzy circle with no crisp edges, much like a flashlight. Convenient for "safety" but it's not very accurate. Most of my matches were done with paper targets. It was only the Nation level competitions when I had to shoot electronic targets. I can only assume that the electronic targets a Camp Perry (major civilian marksmanship program site and second largest range in the entire world) were of higher quality than whatever basement rifle clubs could afford.
