If you can't hide as well then you lean more towards quantity and both active and passive defense systems. More mobility. More things that can reduce thermal deltas or shunt them around, which again pushes towards drones over humans.

Thus, you will see steel appear as thin "upgrade plates" for IIIA vests to get them to stop exotic pistol threats, or trauma plates to cut down on BFD versus stuff lile 12 gauge slugs, for when the wearer is not willing to wear actual rifle plates.
