It's a cost effective deterrent. Russia and even USSR could never compete with the economy of US. It's simply not viable to focus on everything to the same extent in fields of aviation, navy, anti-air etc. We also know that any defensive or anti-air or armor etc technology always lags behind offensive tech, so making some good missiles will ensure that damage can be done even if outmatched by the enemy. That would be more regarding conventional payload missiles though, not to rage bait true patriots here, but I'd say Russia is more advanced in their nuclear capability.

More so in fields that are not absolutely more so critical to nations defense. You might see army overcharged for rations or upkeep or whatnot, but they aren't stealing money from missile development where everything is tracked by KGB at every step of the way
