Confused on the combination of FFL03 + No New Jersey licenses

If you have an FFL03 but don't have any New Jersey licenses, like Permit to purchase a Handgun or whatever else, can you purchase a C&R handgun in person in another state from an FFL03 and bring it home to NJ?

If there is no official legal answer to this (I couldn't find one) then I am interested in getting a declaratory judgment although I think I would need to 1. Get an FFL03 2. Get a dealer in writing refusing to sell to me due to thinking it's illegal 3. NJ State Police in writing telling me it's illegal (or they ask for the Attorney General's opinion) 4. File legal bullshit.

Would be a big win to be able to buy and bring handguns into NJ with just FFL03 and nothing else
